I think this is Nick3069's template (or maybe an entry?) for the projected TresCom Town mod, from September 2009.

Yeah, it’s just an empty level with Anne, some basic terrain textures, and basic triggers like the dinosaur calls. It uses the IT terrain file (IT.WTD), not included. It’s like minilev, but bigger.
